DNSP In Tasmania: TasNetworks

Around 2014 the Tasmanian Government restructured how electricity services were organised. The transmission business (which used to be Transend) and the distribution arm of Aurora were combined to create TasNetworks. Since then TasNetworks has been the state’s network owner and operator — the body responsible for the physical assets and their safe, reliable operation. Aurora continued as a government-owned energy retailer focused on selling electricity, customer accounts and retail services.

Why that matters: the network company (TasNetworks) fixes lines, plans upgrades, manages connections and responds to outages; the retailer (Aurora or others you might choose) sends your bill and handles customer service. If you want a new connection or there’s a live wire down, TasNetworks is the right contact. If you have a billing question, talk to your retailer.

What does a DNSP actually do?

The Distribution Network Service Provider (DNSP) is responsible for the “last mile” of electricity delivery — the poles and wires that take power from the transmission system to your switchboard. Key responsibilities include:

  • – Owning and maintaining distribution lines, transformers and substations.
  • – Planning network upgrades and making investment decisions to keep the network reliable.
  • – Managing connections for new homes, businesses and distributed energy resources (DER) such as rooftop solar, batteries and EV chargers.
  • – Responding to faults and outages and running emergency restoration crews.
  • – Ensuring safety and compliance across assets and working with the regulator on pricing and performance.

Those operational duties are governed by regulatory decisions from the Australian Energy Regulator (AER), which sets how much revenue the network can recover and the performance standards expected of the DNSP.

Who’s who on the island

  • – TasNetworks: owner and operator of Tasmania’s transmission and distribution systems. They manage the network planning, asset maintenance and connections across the state.
  • – Aurora Energy: state-owned retailer that sells electricity to households and businesses in Tasmania (billing, plan management, customer service).
  • – Hydro Tasmania and other generators: produce electricity (mainly hydro and some wind) and connect into the transmission network. Large generators coordinate with TasNetworks for connections and dispatch.
  • – Australian Energy Regulator (AER): federal regulator that decides allowed revenues, sets performance incentives and oversees the way networks operate financially and operationally.

Connecting rooftop solar, batteries or EV chargers — what to expect

One of the most common questions I get is: “How do I connect my rooftop solar (or battery or EV charger)?” The process is straightforward in principle, but there are important practical steps and rules:

  • – Talk to a CEC-accredited installer — your electrician or solar installer should be accredited and experienced with local network requirements. They’ll prepare the paperwork and liaise with TasNetworks if needed.
  • – Determine whether you need a connection application — small rooftop systems often fall under an “automatic” or simplified connection pathway, while larger systems, batteries, or export-capable EV chargers may require a formal application and technical assessment.
  • – Point of connection and export limits — the network operator may place technical limits on how much power you can export to the grid from your system, depending on local hosting capacity and voltage considerations in your street. This can be anything from an unrestricted export to a regulated cap, depending on local conditions.
  • – Inverter and protection requirements — in Tasmania you must meet the network’s inverter and protection rules. These are designed to make sure your system doesn’t cause safety or power-quality problems on the local network.
  • – Potential augmentation costs — if your connection requires network upgrades (for example to accept a large generator or many new exports on a local feeder), TasNetworks can charge for the necessary augmentation — this is often part of the formal application process.
  • – Final inspection and registration — after installation the system will be inspected, registered on the network where needed, and you’ll be provided with the final sign-off to operate.

The practical tip here: get your accredited installer to handle the application paperwork and keep TasNetworks’ connection guide handy — it saves time and reduces surprises.

Export limits, hosting capacity and why they matter

As more homes add solar and batteries, distribution networks need to manage two-way power flows. “Hosting capacity” is the technical term for how much exported generation a section of network can accept before voltage or protection issues arise.

If a street already has high rooftop solar penetration, TasNetworks may limit new exports to maintain voltage and safety. It’s not about stopping solar — it’s about safe, reliable operation. Where limits are necessary, TasNetworks usually publishes the technical reasons in connection responses and will work with customers to find a solution (e.g., curtailed export settings, coordinated operation, or in some cases network reinforcement).

Outages, faults and who to call

When the lights go out, it’s often useful to know who does what:

  • – Immediate danger or live wires: call emergency services and your local network number immediately. If there are downed lines, treat them as live and keep well clear.
  • – Planned outages: TasNetworks notifies customers and retailers in advance when planned maintenance will interrupt supply.
  • – Unplanned outages: TasNetworks operates the crews and manages restoration; your retailer can provide outage updates for your account.
  • – Meter issues: modern metering can be owned or managed by various parties; billing or metering discrepancies usually start with your retailer, but TasNetworks may be involved for safety or technical metering faults.

Cost and responsibility — what the network covers and what you pay for

There’s often confusion about which costs the network covers and which are the customer’s responsibility:

  • – Network-owned assets (poles, public transformers, service lines up to the property boundary in many cases) are maintained by TasNetworks and funded through network charges recovered via retailer bills.
  • – Customer-owned assets (internal wiring, switchboard, meter tails inside the property boundary) are your responsibility to maintain and repair.
  • – Connection costs: simple meter swaps or small solar installs are often low-cost; larger or non-standard connections can attract application fees and, potentially, augmentation costs if the network needs reinforcement.

If you’re building a new house or upgrading a supply (e.g., from single-phase to three-phase), get a clear connection quote and understand which works are contestable (you can hire a private contractor) and which are non-contestable (must be done by the network).

Safety and compliance — practical household tips

  • – Use a licensed electrician for any electrical work — it’s the law and it protects you and your property.
  • – If you plan to trench, dig or do excavation near your meter or service pillar, call before you dig — there may be underground services.
  • – Keep vegetation clear of service poles and lines — it reduces outages and bushfire risk.
  • – If you have solar or a battery, ensure the installer provides all necessary documentation and safety switches (including proper isolation) — these are required for safe operation and disconnecting during emergencies.

How the network is planning for the future

TasNetworks is actively planning for a future with more electrification (EVs), more rooftop solar, and more batteries. That means:

  • – Investment in smarter network monitoring and control systems to better manage two-way flows.
  • – Targeted reinforcement where hosting capacity is low.
  • – New connection pathways and incentive mechanisms that try to balance customer access to DER with safe network operation.
  • – Longer-term resilience planning around bushfires, severe storms and ageing infrastructure.

For Tasmanians this long-range planning is important because it influences connection rules, timing for upgrades, and how quickly new technologies (like higher export limits or managed charging for EVs) become widely available.

If you disagree with a connection decision or bill — how to escalate

If you don’t agree with a network decision (for example a denied export or an unexpected augmentation cost), the usual escalation path is:

  • – Speak to your installer and TasNetworks contact first — sometimes technical misunderstandings or missing information cause the issue.
  • – If unresolved, contact your retailer; they can act on your behalf for some disputes.
  • – If it’s still unresolved, the AER and energy ombudsman services provide dispute resolution for customers. Keep all correspondence, application numbers and quotes — they help speed the review.

Practical checklist — before you install solar, battery or an EV charger

  • – Choose a CEC-accredited installer with local Tasmanian experience.
  • – Ask the installer to check local hosting capacity and whether a formal connection application is needed.
  • – Get written quotes that list any potential augmentation or application costs.
  • – Confirm inverter settings and any export limits in writing.
  • – Ensure final certification, testing and registration steps are included in the installer’s scope.
  • – Keep contact details for TasNetworks and your retailer handy.
