ASP Levels for Ausgrid Connections – What does it mean?

An Accredited Service Provider (ASP) is a qualified and authorised electrical contractor that’s been approved to perform contestable works on or related to the electricity distribution network.

In simple terms, contestable works are the parts of a connection project that can legally be carried out by someone other than the network operator. In Ausgrid’s area — which covers Sydney, the Central Coast, and the Hunter region — that means certain design, construction, and connection tasks don’t have to be performed by Ausgrid directly. They can be completed by accredited private contractors under strict technical and safety controls.

This system was introduced to give customers choice and competition when connecting to or modifying the electricity network. Instead of relying solely on Ausgrid for all works, customers can engage a qualified ASP to handle parts (or all) of the process, depending on the job type.

Why the ASP Scheme Exists

Before the ASP scheme, all connection work was done exclusively by network operators. That created long waiting times, limited competition, and higher costs.

The NSW Accredited Service Provider Scheme, administered by the NSW Government, was established to open up the market. It allows private contractors who meet strict criteria to perform specific categories of electrical work — while maintaining network safety and compliance.

Ausgrid, as one of the major distribution networks in NSW, recognises these ASPs and has its own authorisation system to ensure anyone working on its network meets their technical, safety, and procedural requirements.

So, accreditation comes from the NSW Government, but authorisation comes from the network operator (in this case, Ausgrid). You need both before you can legally and safely work on Ausgrid’s network assets.

The Three ASP Levels Explained

Ausgrid categorises ASPs into three distinct levels. Each level represents a different type of work, from designing network infrastructure to physically connecting customer premises.

Let’s break them down.

Level 1 ASP – Network Construction

Level 1 ASPs are the heavy lifters of the scheme. They’re authorised to construct and extend Ausgrid’s distribution network — the actual poles, wires, substations, and underground cables that deliver electricity across the region.

Typical work by Level 1 ASPs includes:

  • • Building new overhead or underground power lines
  • • Upgrading or relocating existing network assets
  • • Installing distribution substations
  • • Extending the network to service new developments
  • • Augmenting network capacity when demand increases

Essentially, if the job involves modifying Ausgrid’s infrastructure, a Level 1 ASP is required.

For example, when a new housing estate is built, the developer will engage a Level 1 ASP to construct the network extension that links the estate to the nearest Ausgrid feeder. That network extension must follow Ausgrid’s design and construction standards and be inspected and approved before it’s energised.

Level 1 ASPs generally work from designs created by Level 3 ASPs, which we’ll cover shortly.

Level 2 ASP – Service Connections

Level 2 ASPs are the ones most homeowners and small businesses deal with. They’re authorised to connect customer premises to the electricity network — the “service line” that bridges the gap between the Ausgrid network and your main switchboard.

Common Level 2 ASP work includes:

  • • Connecting or disconnecting premises from Ausgrid’s low-voltage network
  • • Upgrading service lines to support higher loads (e.g. EV chargers or solar systems)
  • • Relocating or replacing service lines
  • • Installing or replacing meters (in coordination with metering providers)
  • • Repairing service equipment such as service fuses or neutral links
  • • Temporary builder’s supply installations

You’ll often hear electricians say, “you’ll need a Level 2 ASP for that” — and they’re right. Ordinary electricians aren’t authorised to break seals, access network connection points, or interfere with Ausgrid’s service assets. That work must be done by an ASP2 contractor.

Level 2 ASPs are also divided into categories, depending on whether they handle overhead, underground, or metering work. Many ASP2 businesses are qualified for all three.

In short: if you’re getting power connected, upgraded, or altered at your property — you’ll likely need a Level 2 ASP.

Level 3 ASP – Network Design

Level 3 ASPs are the designers and planners. They’re responsible for preparing technical designs for new or modified parts of Ausgrid’s network.

Their work includes:

  • • Designing new network extensions and augmentations
  • • Creating detailed plans for overhead and underground infrastructure
  • • Conducting load studies and voltage drop calculations
  • • Preparing construction drawings and documentation for Ausgrid certification
  • • Ensuring designs comply with Ausgrid’s technical standards and Electrical Safety Rules

A Level 3 ASP doesn’t build anything directly — they create the blueprint. Once Ausgrid certifies the design as compliant and “Ready for Construction,” a Level 1 ASP can then use that design to build the infrastructure.

This design stage is critical because it ensures the new or modified network integrates safely and efficiently with Ausgrid’s existing system.

How the Three Levels Work Together

Many projects require multiple ASP levels working in sequence. For example, let’s say a new industrial estate needs power:

  1. 1. Level 3 ASP designs the new network extension.
  2. 2. Ausgrid reviews and certifies the design.
  3. 3. Level 1 ASP builds the network extension according to the certified design.
  4. 4. Level 2 ASP connects individual premises to the new network.

Each role is separate but interdependent. Without the design (Level 3), there’s nothing for Level 1 to build. Without the physical connection (Level 2), the customer doesn’t have power.

This modular system ensures quality control, safety, and accountability at every stage of the connection process.

Accreditation vs. Authorisation

Here’s where many people get confused. Being an accredited ASP under the NSW Government scheme doesn’t automatically mean you can work on Ausgrid’s network. You also need to be authorised by Ausgrid.

Let’s clarify the difference:

  • • Accreditation is the formal recognition by the NSW Government that a contractor or company meets the requirements to perform certain contestable works.
  • • Authorisation is Ausgrid’s approval to allow that contractor to actually operate within its network area.

To gain authorisation, the ASP must apply to Ausgrid and meet additional requirements such as:

  • • Holding valid NSW ASP accreditation
  • • Completing Ausgrid-specific safety and technical training
  • • Maintaining insurance and compliance documentation
  • • Submitting employee competency records
  • • Renewing authorisation annually

Ausgrid maintains a public list of authorised ASPs on its website, so customers can verify that their chosen contractor is legitimate and currently approved.

The Contestable Connections Process

Ausgrid follows a clear process for contestable connections. While each project is different, the general stages look like this:

  1. 1. Connection Application
    The customer or their representative submits an application to Ausgrid outlining the connection type — whether it’s a new installation, an upgrade, or relocation. Ausgrid determines if the connection can proceed as a standard service (ASP2 only) or if it requires network design and augmentation (ASP3 and ASP1).
  2. 2. Design Stage (if required)
    If network changes are necessary, a Level 3 ASP is engaged to design the works. Ausgrid provides a Design Information Package (DIP) to guide the design process. Once completed, the design is reviewed and certified by Ausgrid as “Ready for Construction.”
  3. 3. Construction Stage
    A Level 1 ASP constructs the network assets as per the certified design. Ausgrid may carry out audits and inspections to ensure compliance. Meanwhile, a Level 2 ASP can prepare service connections for customer premises.
  4. 4. Testing and Commissioning
    The ASPs perform necessary tests and quality checks. Ausgrid may witness or verify these activities before energisation.
  5. 5. Energisation
    Once all documentation and inspections are complete, Ausgrid authorises the energisation of the connection. The new or modified assets are then formally handed over to Ausgrid for operation.
  6. 6. Defects and Warranty
    The ASP remains responsible for any defects during the warranty period, ensuring that any faults are corrected promptly to Ausgrid’s satisfaction.

This structured process ensures transparency, safety, and accountability from start to finish.

Safety, Training, and Compliance

Ausgrid holds ASPs to extremely high safety and technical standards. All ASPs must comply with Ausgrid’s Electrical Safety Rules, network standards, and operational procedures.

Level 2 ASPs, for example, must follow detailed ASP2 Guidelines, which cover everything from notification of works to testing, inspections, and emergency procedures. These documents are publicly available on Ausgrid’s website and are regularly updated.

To maintain authorisation, ASPs must also demonstrate ongoing compliance by:

  • • Ensuring all field staff hold the appropriate training and qualifications
  • • Keeping safety documentation up to date
  • • Participating in regular audits or refresher courses
  • • Renewing authorisations annually through Ausgrid’s ASP Authorisation Management System

It’s a rigorous process — but it ensures only qualified, competent contractors work on one of Australia’s most critical infrastructure systems.
