AS/NZS 61439.0 – What you need to know?

The role of Part 0 is simple but important: it helps you specify correctly.

One of the biggest issues in the past was a lack of clarity between what customers wanted and what manufacturers supplied. A project specification might say something vague like “switchboard to comply with AS/NZS 3439,” but that didn’t provide enough detail. Did the board need to handle high short-circuit currents? Was it going into a corrosive environment? Would ordinary persons be operating it, or only trained electricians? Without clear answers, misunderstandings and disputes were common.

AS/NZS 61439.0 solves that problem by giving both sides a structured way to communicate requirements. It guides specifiers on what information they need to provide, and it gives manufacturers a clear checklist of what to deliver.

Why This Matters to You

If you’re involved in designing, ordering, or approving switchboards and controlgear assemblies, Part 0 is your friend. It ensures:

  • – You get the right product for your application.
  • – The assembly is safe, reliable, and durable in the environment it’s installed.
  • – There are fewer nasty surprises during inspections or commissioning.
  • – Everyone—from consultant to contractor to client—is on the same page.

In other words, it makes your life easier and reduces risk.

The Transition – Out With 3439, In With 61439

Let’s not forget, AS/NZS 61439 didn’t just appear overnight. It was first introduced in 2016, and there was a five-year transition period where both AS/NZS 3439 and AS/NZS 61439 were accepted. That grace period ended in May 2021. Since then, AS/NZS 61439 has been the only acceptable standard.

So, if you’re still referencing AS/NZS 3439 in your specs, it’s time for an update.

How Part 0 Fits With the Rest of the Series

It’s important to understand that Part 0 doesn’t replace the other parts of the standard. Instead, it complements them. Here’s how it works in practice:

  • – You use Part 0 to help define what type of assembly you need.
  • – Depending on the type, you then apply Part 1 (General Rules) plus the specific part that applies to your assembly, such as Part 2 for a main switchboard or Part 3 for a small distribution board in a residential setting.

Think of Part 0 as the entry point—it guides you toward the right rules and makes sure you don’t miss anything critical.

Key Considerations in AS/NZS 61439.0

So, what does Part 0 actually ask you to think about when specifying assemblies? Here are some of the major points:

1. Electrical Ratings

You’ll need to define things like:

  • – Rated current of the assembly
  • – Short-circuit withstand levels
  • – Voltage ratings

These figures make sure the switchboard can safely handle the demands of your installation.

2. Environmental Conditions

Is the assembly going indoors or outdoors? Will it be exposed to dust, moisture, heat, or corrosive atmospheres? Part 0 reminds you to specify the degree of protection (IP rating) and the material requirements.

3. Accessibility and Operation

Who’s going to use the board? If it’s intended for “ordinary persons,” such as in a residential apartment block, then Part 3 applies. If it’s for trained electricians in an industrial plant, then Part 2 will be the go-to.

4. Future Expansion

Part 0 encourages you to think ahead. Will the switchboard need spare capacity for future loads? Is modularity important? Specifying this upfront saves a lot of headaches down the track.

5. Verification Requirements

Part 0 ties into the broader verification processes outlined in AS/NZS 61439. Manufacturers need to prove compliance through design verification and routine verification. Specifiers are reminded to ask for evidence of this.

Design Verification – A Quick Recap

Since verification is such a big part of AS/NZS 61439, let’s quickly go over it.

There are two main types:

  • 1. Design Verification – Ensures the overall design of the assembly meets the standard. This can be proven by testing, comparison with a tested design, or by assessment (such as calculations).
  • 2. Routine Verification – Done on every single manufactured assembly before it leaves the workshop, to make sure workmanship and assembly quality are up to scratch.

For you as a specifier, the important thing is to make sure your supplier provides evidence of design verification for the type of assembly you’re ordering.

Why AS/NZS 61439 Is a Big Step Forward

Compared to the old AS/NZS 3439, the 61439 series is a lot clearer and more rigorous. It reduces ambiguity, improves safety, and brings Australia in line with international best practice.

Part 0 plays a key role here. By forcing everyone to slow down and carefully consider what’s needed, it reduces the chances of under-specified or non-compliant boards being installed.

Common Misunderstandings About Part 0

Some people think Part 0 is optional or “just a guideline.” That’s not the case. While it doesn’t contain the same kind of hard technical requirements as Part 1 or Part 2, it’s still part of the AS/NZS 61439 suite. If you ignore it, you risk creating incomplete or non-compliant specifications.

Another common mistake is assuming that a manufacturer can “sort it all out.” While good manufacturers will certainly help guide you, the responsibility for clear specifications sits with the specifier or consultant. Part 0 makes that responsibility crystal clear.

What This Means in Day-to-Day Practice

Let’s put this into a real-world example. Imagine you’re specifying a switchboard for a commercial office building. If you just say “comply with AS/NZS 61439,” you’re leaving a lot unsaid.

Does the board need to handle future EV charger loads? What about the fault level—are you sure the short-circuit rating is high enough for the utility connection? Will the board be in an air-conditioned room, or in a plant room that gets hot and dusty?

By following AS/NZS 61439.0, you’ll document all of these requirements. The manufacturer then has a clear brief and can design a compliant board that meets your exact needs.
